The CPC Jixian County Committee on Thoroughly Carrying Out
Implementation Plan for the Party’s Mass Line Education and Practice Campaign

In accordance with the “Opinions of the CPC Central Committee on Carrying Out the Party’s Mass Line Education and Practice Campaign Throughout the Party” (Document No. 4, 2013), the “Notice of the CPC Central Committee General Office on Issuing the ‘Guiding Opinions on Launching the Second Batch of the Party’s Mass Line Education and Practice Campaign’” (Document No. 4, 2014), and the “Implementation Opinions of the CPC Tianjin Municipal Committee on Deepening the Party’s Mass Line Education and Practice Campaign” (Document No. 13, 2013), the second phase of the campaign in the city commenced in January 2014 and was scheduled to be substantially completed by September 2014. In our county, participating units include: county-level leading bodies; county-level Party and government organs and their directly affiliated units; the Standing Committee of the County People’s Congress and the organs of the County Chinese People’s Political Consultative Conference; the county people’s court, the people’s procuratorate, and the organs of various mass organizations; county‑affiliated enterprises and public institutions; towns, townships, subdistricts, villages, and communities; non‑public‑sector economic organizations, social organizations, and other grassroots entities; as well as certain stationed units whose Party organizational relationships are under Jixian County. The following implementation plan is hereby formulated for the conduct of this education and practice campaign.
I. Fully recognize the importance and urgency of carrying out educational practice activities.
Launching the Party’s mass-line education and practice campaign is a major initiative by our Party in the new context to uphold the principle of exercising strict self-governance and strengthen Party conduct; it is an indispensable requirement for achieving the goals set at the 18th National Congress of the CPC and realizing the Chinese Dream; it is an urgent necessity for preserving the Party’s advanced nature and purity, and for consolidating its ruling foundation and position. This campaign bears profound and far-reaching significance for advancing reform and innovation and for building a moderately prosperous society in all respects.
The Municipal Party Committee attaches great importance to the successful implementation of the second phase of the mass-line education and practice campaign. The Standing Committee of the Municipal Party Committee held a special meeting to deliberate and formulate an Implementation Plan, clearly defining the overall requirements, key tasks, and specific methods and steps. On January 26, Tianjin convened a conference to summarize the first phase and deploy the second phase of the Party’s mass-line education and practice campaign. Secretary Chun Lan delivered an important address, fully endorsing and systematically summarizing the achievements and accumulated experience of the first phase, profoundly expounding the significance, urgency, and objectives of the second phase, and setting forth clear directives for ensuring the campaign’s success.
The year 2014 marks the inaugural year for implementing the spirit of the Third Plenary Session of the 18th CPC Central Committee and for comprehensively deepening reform. It is also a pivotal year for our county as we pursue the “1-4-5-5” goals and working approach, accelerate the development of a beautiful Jixian County, and fulfill the objectives and tasks set forth in the Twelfth Five-Year Plan. Successfully carrying out this education‑and‑practice campaign presents a rare opportunity and an important impetus for promoting sound and rapid economic and social development, speeding up the building of a beautiful Jixian County, and establishing it as a medium‑sized, modern tourist city. By earnestly conducting the Party’s mass‑line education‑and‑practice campaign and thoroughly addressing the most salient problems related to the “Four Undesirables,” we can rally a powerful force—rooted in exemplary conduct—to win the tough battle of comprehensive reform and usher in a new chapter in the construction of a beautiful Jixian County.
Our county’s educational practice campaign involves a large number of units, a broad range of personnel, diverse fields, and substantial scale, with particularly direct and close ties to the general public. Successfully carrying out this campaign is of paramount importance: it will educate and guide Party members and cadres to firmly establish a sense of purpose and a Marxist view of the masses, implement the Party’s mass line, and earnestly improve work styles, thereby ensuring that all tasks related to comprehensively deepening reform are effectively put into practice through tangible results in style‑building; it will strengthen leadership teams and cadre development, advance the building of grassroots service‑oriented Party organizations, and consolidate the Party’s governing foundation and position; and it will help us uphold the principle of seeking progress while maintaining stability, deepen reform and innovation, and devote greater effort to structural adjustment, ecological protection, integrated urban–rural development, safeguarding people’s livelihoods, and strengthening Party building, thus opening up a new chapter in the construction of a beautiful Jixian County. All Party organizations at every level throughout the county, together with the vast majority of Party members and cadres, must demonstrate a high degree of ideological and practical consciousness, actively engage in this educational practice campaign, ensure that it progresses in a vigorous, orderly, and effective manner, and strive for concrete and substantive results.
II. Accurately Grasp the Overall Requirements for Carrying Out Educational Practice Activities
To carry out educational practice activities, we must be guided by the spirit of the 18th National Congress of the Communist Party of China and the Third Plenary Session of the 18th CPC Central Committee; conscientiously implement the guiding principles, objectives, requirements, and methodological steps set forth by the CPC Central Committee and the Municipal Party Committee; and earnestly apply the spirit of General Secretary Xi Jinping’s series of important speeches. We must adhere to the overarching requirements of “holding up a mirror, straightening one’s attire, taking a bath, and curing one’s ills,” take serving the people, being pragmatic, and maintaining integrity as the theme, strictly enforce the spirit of the CPC Central Committee’s Eight-Point Decision on Improving Party and Government Conduct and the Regulations on Practicing Frugality and Opposing Waste in Party and Government Organs, highlight the building of a sound work style, uphold the spirit of rectification, resolutely oppose formalism, bureaucratism, hedonism, and extravagance, focus on addressing the most salient problems strongly raised by the people, enhance our capacity to do mass work under the new circumstances, comprehensively advance the development of grassroots service-oriented Party organizations, further elevate the ideological awareness and transform the work style of Party members and cadres, further strengthen the ties between the Party and the people as well as between cadres and the masses, further establish an image of serving the people, being pragmatic, and maintaining integrity, and further consolidate the grassroots foundation, thereby providing strong organizational guarantees for accelerating the construction of a beautiful Jixian County.
We will continue to focus on the leading bodies and leading cadres at the county-level leadership organs and at the township- and subdistrict-level units, while giving priority to education and practice activities in law enforcement and regulatory agencies, service‑oriented front‑line units, and service industries that maintain direct contact with the public. We will also emphasize such activities in grassroots organizations—particularly in rural areas and communities—that maintain close ties with the people, and earnestly strengthen education among the broad ranks of Party members on the Marxist view of the masses and the Party’s mass line.
We must draw fully on the achievements and experience of the first phase of the educational practice campaign, maintaining the same themes and approach, upholding a spirit of earnestness, prioritizing positive education, consistently engaging in criticism and self-criticism, and focusing on tangible results. We should place greater emphasis on leading by example at all levels, concentrating on addressing the “Four Undesirable Trends,” ensuring that the public is actively involved, providing targeted guidance and advancing work in an orderly manner, fostering coordinated efforts between upper and lower levels to create synergy, and enforcing rigorous standards with effective oversight and practical guidance. In this way, we will ensure that the educational practice campaign is substantive, avoids superficiality, stays on track, and is carried out in earnest.
III. Implement the Key Tasks of the Education and Practice Campaign to High Standards and with High Quality
The campaign to improve conduct must remain firmly focused on combating the “Four Undesirable Trends,” making concerted efforts to address the most salient problems in these areas among county-level leading bodies and the leadership teams and leading cadres of township- and subdistrict‑level units. A thorough inspection, rectification, and cleansing of unhealthy practices and improper behaviors is imperative. At the same time, it is essential to respond to the concerns of the people, safeguard their interests, prioritize solving concrete problems, tackle misconduct and malpractice that directly affect them, ensure that the requirements for improving work style are effectively implemented at the grassroots level, and deliver tangible benefits to the public. All three key tasks must be earnestly carried out.
(1) Uphold a focus on improving work style and make concerted efforts to address the most salient problems associated with the “Four Undesirables.” County-level leading bodies and cadres should prioritize tackling such issues as an incorrect view of political achievements—engaging in “vanity projects” and “achievement‑driven initiatives,” putting on a show, engaging in superficiality, making rash decisions, and changing approaches with each new leadership; failing to implement orders or heed prohibitions; adopting a “top‑down policy, bottom‑up countermeasures” mentality; shirking responsibility, being reluctant to take accountability, and fearing to offend others. Leading bodies and cadres of county‑directly affiliated units should concentrate on addressing laziness, inefficiency, slackness, procrastination, buck‑passing, and finger‑pointing; failure to follow through on tasks; lack of proactive service; inaction, slow action, or improper action; settling for mediocrity rather than excellence; and bureaucratic bottlenecks in work execution. Law‑enforcement, regulatory, and service‑oriented agencies and front‑line service units should focus on resolving difficulties in accessing services—hard to enter, unpleasant to deal with, and hard to get things done—alongside arbitrary fees, fines, and levies; abuse of power; taking bribes, extorting, or demanding kickbacks; inadequate oversight; unfair law enforcement; rent‑seeking through the misuse of authority; and drawing “ghost salaries” without performing duties. Town, township, and subdistrict leading bodies and cadres should give priority to addressing weak adherence to the principle of serving the people, indifference to the people’s hardships, insufficient sense of responsibility, distortion and dilution of policies intended to benefit the populace, simplistic and heavy‑handed working methods, falsification, superficiality, poor implementation capacity, and inadequate oversight of grassroots rural organizations. Grassroots organizations such as villages and communities should primarily address weaknesses—lack of strength and capability in serving the public, unfair administration of affairs, and failure to enforce existing systems. At all levels, leading bodies, cadres, and grassroots organizations must pay close attention to addressing organizational disunity, lax discipline, and inadequate management and service capacities.
(II) Launch special campaigns to deliver tangible benefits to the people, focusing on addressing issues that directly affect their vital interests. First, carry out a campaign to resolve longstanding petition cases. We will work to eliminate unfair practices, conflicts of interest, and violations of public rights in areas such as land expropriation and relocation, agricultural support policies, and legal or litigation matters; ensure smooth channels for the public to voice their concerns; strengthen sincere communication with the people; and proactively resolve accumulated petition cases as well as prominent disputes and conflicts that undermine social harmony and stability. Second, implement an initiative to enhance public services. We will tackle pressing problems strongly voiced by the public, including high housing prices, difficulty in increasing incomes, limited access to medical care, employment challenges, difficulties in securing elderly care, childcare, schooling, shopping, and convenient transportation. Third, launch a campaign to improve living environments. We will intensify efforts to clean up urban and rural sanitation, vigorously advance the construction of affordable housing, accelerate the renovation of dilapidated houses in urban villages, improve housing conditions for impoverished rural families, and effectively address issues related to water and electricity supply, rural infrastructure development, and community‑based service facilities. Fourth, conduct a campaign to ensure safety in production and daily life. We will focus on resolving critical problems in areas such as agricultural product quality, food and drug safety, workplace safety, and public security. Fifth, initiate paired assistance programs for struggling villages and outreach initiatives targeting communities. We will address the production and livelihood needs of vulnerable groups and households, including urban and rural recipients of subsistence allowances, key preferential treatment beneficiaries, persons receiving special hardship assistance, rural “five guarantees” households, left-behind children, left-behind women, and left-behind elderly, ensuring that all measures under these programs are fully implemented. Sixth, undertake an effort to raise the incomes of both urban and rural residents. We will strengthen and expand rural collective economies, facilitate the transfer of rural labor, advance reforms of the rural property rights system, and increase farmers’ wage, property, and business incomes. At the same time, we will broaden employment opportunities, encourage self‑employment, bolster policy support, and raise urban incomes. Guided by the principle of doing our utmost within our means, we will earnestly implement all policies aimed at improving people’s wellbeing, resolve pressing issues that directly affect the public’s vital interests, make it easier for people to handle their affairs and enjoy greater tangible benefits, enhance their sense of security, boost their satisfaction, and enable them to experience fairness and justice firsthand.
(3) Uphold and strengthen the building of grassroots service-oriented Party organizations, focusing on resolving the “last mile” challenge in connecting with and serving the people. First, address the issues of weak service awareness and insufficient service capacity by expanding the Party’s organizational and work coverage and rectifying weak and disorganized grassroots Party organizations. Shift the focus of grassroots Party work to serving development, improving people’s livelihoods, serving the masses, and supporting Party members, and build a contingent of grassroots Party secretaries who are firm in their convictions, dedicated to service, competent, and of high moral character. Second, tackle the problem of inadequate service platforms by reinforcing foundational work at the grassroots level, upgrading office spaces and activity venues, establishing and improving convenient service centers (stations or points) at the township, subdistrict, village, and community levels, standardizing institutional management, enhancing service functions, and elevating service standards. Third, resolve the shortcomings in the service‑guarantee system by instituting stable mechanisms for funding the operation of grassroots organizations and for providing basic public services, directing personnel, financial resources, and material support toward the grassroots, fully mobilizing enthusiasm for serving the people, and ensuring that residents have channels to voice their concerns, places to get matters addressed, assistance when facing difficulties, and accountability for addressing problems. Fourth, address the deficiencies in direct mechanisms for engaging with the people by further strengthening paired assistance to impoverished villages, maintaining close ties with communities, and encouraging in‑service Party members to register with their local communities, thereby making the connection with and service to the people, as well as mass‑work efforts, routine and sustainable.
IV. Solidly carry out all aspects of the educational practice activities.
The educational practice campaign shall be carried out in three key phases: studying and educating, soliciting opinions, identifying problems and conducting criticism, and implementing rectification and establishing sound systems and mechanisms. No separate stages will be designated, nor will there be any rigid transitions between phases. The Standing Committee of the County Party Committee has formulated its own action plan and taken the lead in launching the campaign. The Party Groups of the County People’s Congress Standing Committee, the County Government, and the County Chinese People’s Political Consultative Conference have each drawn up their own plans and submitted them to the County Party Committee, carrying out the campaign in light of their respective circumstances.
All departments and units must make thorough preparations, conduct rigorous investigations and studies, and identify the most salient issues that need to be addressed. On this basis, they should formulate practical and feasible action plans, which, after review by the county Party committee’s supervision team, shall be filed with the County Education Practice Activity Office. The county-wide education practice activity will be carried out through unified planning, phased convening, and sequential implementation: the county-level leading bodies will take the lead, while towns, townships, subdistricts, villages, communities, and other grassroots organizations will advance in turn. Adhering to the principle that quality takes precedence over time, each unit is expected to devote no less than three months to carrying out the education practice activity.
(1) Conduct study and education, and solicit opinions. The focus is on effectively carrying out study and publicity activities and ideological education, conducting in-depth investigations and research, and broadly soliciting the views of cadres and the general public.
1. Conduct thorough ideological mobilization. Hold mobilization meetings at each level to convey the spirit of the Central Committee and the requirements of the Municipal Party Committee and the County Party Committee, and to make specific arrangements for the educational practice activities within your department or unit. Following the meetings, carry out democratic evaluations of the leading bodies and leading Party members among all participants.
2. Diligently study the prescribed reading materials. Develop a study and education plan, adopt diverse approaches, and organize Party members and cadres to thoroughly study the spirit of the Third Plenary Session of the 18th CPC Central Committee and the series of important speeches by General Secretary Xi Jinping; study the content specified in Document No. 4 [2013] issued by the CPC Central Committee; study the spirit of the Third and Fourth Plenary Sessions of the Tenth Municipal Party Committee and the Sixth Plenary Session of the Ninth County Party Committee; and study the mandatory reading materials designated by the CPC Central Committee, the Municipal Party Committee, and the County Party Committee, including “Selected Documents for Study during the Party’s Mass Line Education and Practice Campaign,” “On the Mass Line—Selected Important Excerpts,” and “Practicing Frugality and Opposing Waste—Selected Important Excerpts.”
3. Conduct six thematic educational campaigns. First, carry out education on ideals and convictions, guiding Party members and cadres to cultivate a correct worldview, outlook on life, and values, and to strengthen their political resolve. Second, promote education on the Party’s glorious history and fine traditions, ensuring that Party members and cadres keep in mind the “two musts” and consciously uphold the Party’s fundamental purpose. Third, implement education on Party spirit, conduct, and discipline, enhancing Party members’ awareness of integrity and self-discipline and their ability to resist corruption and prevent degeneration. Fourth, advance education on moral character and conduct, encouraging Party members and cadres to exemplary embody the core socialist values, uphold Party principles, value personal integrity, and set a leading example. Fifth, conduct publicity and education on socialism with Chinese characteristics and the Chinese Dream, helping Party members and cadres further bolster their confidence in the path, theory, and system. Sixth, organize positive‑and‑negative‑role‑model education, highlighting a number of outstanding examples to educate those around them through real‑life cases, while publicly exposing negative examples so that Party members and cadres may draw lessons and remain vigilant from both positive and cautionary cases.
4. Organize thematic discussions. A systematic, top-down approach should be adopted to earnestly conduct special discussions on the Marxist view of the masses and the Party’s mass line, focusing on five key topics: first, how to firmly establish the Marxist view of the masses and genuinely practice serving the people with pragmatism and integrity; second, how to consistently uphold the Marxist mass line, ensuring that we trust the people, rely on the people, and work for the people in all endeavors; third, how to thoroughly implement the Central Committee’s Eight-point Decision and effectively address the most salient problems associated with the “Four Undesirable Trends”; fourth, how to withstand the tests of governance, reform and opening-up, the market economy, and the external environment, thereby substantially enhancing governance capacity and advancing the scientific development of Party building; and fifth, how to ensure that educational and practical activities achieve both progress and effectiveness, thus promoting reform, development, and stability and building a beautiful Jixian County. During these study and discussion sessions, emphasis should be placed on raising awareness and deepening education to yield tangible results, so that the Party’s mass line takes firm root among all Party members and cadres, and putting the Party’s fundamental purpose into practice becomes a widespread, conscious commitment among Party members and officials. County-level leading bodies and leadership teams at the township and subdistrict levels are required to organize centralized study and thematic discussions; each leading cadre must, in light of their own thoughts and actual work, write at least one reflective essay, which will then be shared in collective exchanges. The total duration of centralized study and discussion should generally not be less than seven days. Other primary-level Party organizations are expected to employ flexible, diverse, and pragmatic methods to ensure effective learning and education for grassroots Party members.
5. Go directly to the people and solicit opinions widely. Leading cadres at all levels should combine “face-to-face” and “back-to-back” approaches, integrate “individual listening” with “collective discussions,” and link “going among the people to listen” with “organizing the people to provide feedback.” They should adopt various methods—such as issuing letters soliciting views, holding symposiums, setting up suggestion boxes, and conducting individual interviews—to broadly seek input from Party members and officials, deputies to the People’s Congress and CPPCC members, veteran cadres, grassroots residents, and those who are the focus of their work and services. Attention should be paid to opinions submitted through letters and visits, and the information gathered by disciplinary inspection and supervision, organizational, letters-and-visits, inspection, and auditing departments should be fully leveraged. Efforts to solicit opinions must be coordinated to prevent redundant exchanges of documents or circular correspondence, as well as avoid a rush to the grassroots and repeated rounds of opinion‑gathering. Supervisory teams, through symposiums, field investigations, and individual conversations, will extensively solicit the views of cadres and the public, helping the supervised units identify existing problems.
(2) Identify problems and conduct criticism. The focus is on, in accordance with the requirements of serving the people, being pragmatic, and maintaining integrity, earnestly identifying issues related to formalism, bureaucratism, hedonism, and extravagance; conducting Party‑spirit analysis and self‑examination; and engaging in criticism and self‑criticism.
1. Identify and accurately pinpoint salient problems. Upholding the principles of serving the people, being pragmatic, and maintaining integrity, we will study and benchmark against the Party Constitution, the Code of Conduct for Clean Government, requirements for improving work style, the expectations of the masses, and exemplary role models. Employing methods such as soliciting input from the public, self‑reflection, guidance from superiors, mutual assistance, and collective deliberation, we will uncover the specific manifestations of the “Four Undesirables” and focus on identifying these issues in matters that directly affect the vital interests of the people. All government agencies at every level, as well as enterprises and public institutions, are required to conduct inspections in accordance with the Regulations on Practicing Frugality and Opposing Waste in Party and Government Organs and relevant provisions. Townships, towns, and villages must also carry out checks in line with the Provisional Regulations on the Honest Performance of Duties by Grassroots Cadres in Rural Areas. In accordance with the Implementation Opinions issued by the Municipal Party Committee’s Leading Group for the Education Campaign—“On Thoroughly Identifying Problems and Taking Rectification Measures to Launch a Special Campaign for Rectifying Work Style and Enforcing Discipline”—we will continue to deepen the special campaign focused on rectifying work style and enforcing discipline, with “Ten Areas of Self‑Examination and Ten Corresponding Remedial Measures” as its core content.
2. Diligently prepare materials for self-examination and对照检查. Leading bodies at all levels shall convene special meetings to identify problems related to the “Four Undesirables.” The principal officials of each leadership team shall guide their members in systematically examining and identifying specific manifestations of these issues, conducting a case-by-case analysis to pinpoint root causes. On this basis, they shall draft both collective and individual self-examination and对照检查 materials. Such materials must itemize the concrete manifestations and typical examples of the “Four Undesirables,” and provide detailed explanations regarding expenditures on official overseas visits, official hospitality, official vehicles, office space and housing, employment of family members and children, as well as attendance at private clubs and possession of membership cards. They should also analyze the underlying causes from the perspectives of ideals and convictions, sense of purpose, Party spirit, and political discipline, and clearly define directions for improvement and concrete corrective measures. The principal official shall preside over the drafting of the leadership team’s self-examination and对照检查 materials and solicit opinions within an appropriate scope. Each member of the leadership team shall personally prepare their own individual self-examination and对照检查 materials. These materials must be reviewed by the principal official of the leadership team, the supervisory group, the education-practice office of the higher-level Party committee, the Commission for Discipline Inspection, the Organization Department, and the relevant leading officials in charge. Relevant departments and principal officials shall rigorously scrutinize and vet the submissions; for cases where understanding is unclear or findings are inaccurate, timely recommendations for rectification must be put forward. As for whether other primary-level organizations are required to prepare such materials, each department and unit may set requirements based on its specific circumstances.
3. Hold high‑quality thematic democratic life meetings. Leading bodies at all levels shall formulate specific plans and organize one such meeting of high caliber. Party-member leading cadres from higher‑level organs shall attend the thematic democratic life meetings of the leading bodies of their subordinate units; the county Party committee’s supervision teams shall participate throughout the entire process in the thematic democratic life meetings of the leading bodies of the units to which they are assigned. During the preparatory phase, the supervision teams shall brief the principal officials and other members of each leading body on the status of its development and on any prominent problems identified, and, together with the principal official, conduct individual talks to offer reminders. Prior to the meeting, in accordance with the “five mandatory conversations” requirement, extensive heart-to-heart talks must be held: between each member of the leading body and other members; with colleagues within their own unit; with leaders of the units under their jurisdiction; with cadres and masses at the activity contact points; and with staff members in their immediate circle. At the meeting, serious and earnest criticism and self‑criticism must be conducted—exposing shortcomings and addressing problems head‑on, while remaining fact‑based and motivated by public spirit, avoiding personal grievances and refraining from unprincipled disputes. The supervision teams, working together with the principal officials, shall provide feedback on the members’ self‑examination materials and on how criticism and self‑criticism were carried out. For those who fail to conduct thorough self‑examinations as required or whose democratic life meetings do not achieve the intended outcomes, corrective measures must be urged. Following the meeting, the proceedings of the democratic life meeting shall be communicated within the prescribed scope. The supervision teams shall carefully review the briefing materials for these meetings and promptly put forward suggestions and recommendations.
4. Hold well-organized organizational life meetings. Party organizations in other grassroots units shall convene special organizational life meetings, carry out democratic evaluations of party members, and formulate measures and approaches to address existing problems. Party organizations in villages and communities shall conduct self-examination and comparison. Leading Party members and cadres shall participate in organizational life meetings as ordinary party members.
(3) Rectification and implementation, along with the establishment of systems and mechanisms. The focus is on formulating and implementing rectification plans, addressing prominent problems, and striving to establish a regularized and long-term mechanism for upholding the Party’s mass line.
1. Promote rectification through coordinated efforts at all levels. Leading bodies and cadres at every level must begin making changes from the very outset of this campaign, tackling concrete issues one by one, starting with matters close at hand and addressing those that most deeply dissatisfy the public. They should act promptly upon identifying problems, implement immediate corrective measures, and meticulously formulate action plans and specific measures, clearly defining tasks, timelines, and responsible individuals. Villages, communities, non-public-sector economic organizations, social organizations, and other grassroots entities may compile lists of identified problems and specify corresponding remedial actions. Adopt an open‑door approach to rectification: make public commitments to address these issues, promptly disclose progress, and invite public evaluation and oversight. The principal leaders of each leading body should convene regular meetings to review the implementation of corrective measures, hear detailed reports on the status of assigned tasks, strengthen follow-up and supervision, and ensure that all rectifications are fully carried out. Supervisory teams must rigorously examine each corrective measure and closely monitor its implementation, fostering a dynamic of top-down guidance and bottom-up impetus, confronting challenges head‑on, overcoming obstacles, maintaining sustained effort, and advancing step by step, so that the tangible results of rectification are visible, palpable, and broadly satisfactory to the people.
2. We will maintain unwavering focus on targeted rectification efforts. All departments and units must fully and faithfully implement the special rectification tasks set forth by the CPC Central Committee, the Municipal Party Committee, and the County Party Committee, adopting a rigorous, decisive, and persistent approach to address ten prominent problem areas in a concentrated manner. First, we will resolutely tackle the rampant construction of unnecessary government buildings and the excessive use of office space by leading cadres, as well as the long-term leasing of hotels and restaurants for official purposes. Second, we will firmly address extravagance, ostentation, and violations involving the improper allocation, over‑standard allocation, or unauthorized acquisition and replacement of official vehicles. Third, we will vigorously combat all forms of unauthorized “arbitrary charges,” “unjustified fines,” and “imposed levies,” achieving breakthroughs in curbing illegal tax and fee collection, eliminating the “three irregularities” on roads, and putting an end to arbitrary fees in education and healthcare. Fourth, we will rigorously address poor service attitudes, inadequate reforms in administrative approval processes, and the pervasive issues of “difficult access, unfriendly faces, and cumbersome procedures,” while investigating and punishing practices such as accepting bribes, kickbacks, and other forms of corruption. Fifth, we will strictly control excessive spending on official hospitality, including the “three public expenses,” as well as expenditures that exceed or are made without proper budgetary authorization; we will also crack down on off‑book accounts, secret slush funds, misuse of public funds, and reckless spending, continuing to carry out special campaigns to eliminate such illicit financial arrangements. Sixth, we will decisively address the proliferation of endless paperwork, excessive meetings, temporary institutions, and redundant inspections and evaluations, along with the overuse of the “one‑vote veto” system and excessive accountability measures, as well as the formalistic nature of research and the inability to engage effectively with the public. Seventh, we will firmly address the problems of laziness, inefficiency, and procrastination among government officials, investigating and sanctioning cases of inaction, misconduct, and actions that harm the interests of the people. Eighth, we will rigorously combat violations of financial discipline, including the use of public funds for gifts, lavish banquets, and extravagant waste, as well as the pernicious practice of “corruption within clubs.” We will impose strict penalties on those who exploit weddings, funerals, and other ceremonial occasions to amass wealth, and on those who accept membership cards or commercial prepaid cards. Ninth, we will resolutely address the over‑staffing of positions and the recruitment of personnel beyond authorized quotas, as well as the employment of non‑regular staff and the borrowing of personnel, carrying out a comprehensive cleanup of “ghost salaries”—payments made to vacant posts. Tenth, we will firmly tackle the issue of “backroom dealings” in engineering construction, project bidding, and land auctions, while thoroughly investigating whether leading cadres engage in business, operate enterprises, pursue profit‑making activities, or hold secondary jobs for remuneration, and whether they use their official positions to secure projects for relatives or children.
3. We will see through the campaign to rectify conduct and enforce discipline. We will resolutely investigate and address misconduct and corruption cases that occur close to the people, and vigorously tackle such maladies as privilege‑seeking, indifference, laxity, hedonism, and extravagance. Those who fail to make corrections when problems are identified, who offer perfunctory fixes to serious issues, or who reoffend even as they claim to be reforming, will be subject to stern criticism and education; where necessary, organizational and disciplinary measures will be imposed. We will strengthen leadership team building, strictly educate and manage cadres, and carry out comprehensive rectification of leadership teams that are weak, lazy, or lax. For cadres with minor style‑of‑work problems, we will focus on education and improvement; for those who have drawn strong public criticism, fail to earnestly identify and address their shortcomings, or show no significant progress, we will implement organizational adjustments. Any major violations of discipline or law uncovered during this campaign must be promptly referred to the discipline inspection and supervisory authorities or relevant bodies for rigorous investigation and handling. We will also reinforce the building of primary Party organizations and the education and management of Party members: we will undertake concentrated rectification of weak and disorganized grassroots Party organizations, and subject long‑inactive or even counterproductive Party members to strict education; those who remain unqualified will face serious Party disciplinary action and appropriate organizational measures.
4. Improve and implement institutional regulations. In accordance with the principles of comprehensiveness in legal provisions and simplicity in practical application, and focusing on addressing prominent problems related to the “Four Undesirables” as well as issues that have drawn strong public concern, we will review existing systems, rigorously carry out the work of abolishing, amending, and enacting new regulations, and establish sound institutional frameworks that are effective, highly instructive, and capable of ensuring long-term compliance. We will also refine mechanisms for leading cadres to take the lead in improving their conduct and conducting in-depth field investigations, and further improve the system of designated grassroots contact points for leading cadres, thereby promoting the sustained and institutionalized improvement of work style. It is essential to strengthen the enforcement of these systems, enhance the awareness of Party members and officials regarding law-based and regulation-compliant conduct, and intensify oversight and inspection of compliance, resolutely rectifying instances of failing to implement orders, disregarding prohibitions, or ignoring established rules.
In accordance with the overall plan and progress of the education‑practice campaign, all departments and units shall, after consultation and coordination with the supervisory teams, convene summary meetings at an appropriate time. At the conclusion of these summary meetings, a democratic evaluation shall be conducted on the leadership teams and their members, focusing in particular on how they have addressed identified problems and improved their work style. Such evaluations should invite participation from “two representatives and one committee member,” as well as representatives of Party members and the general public. Where a majority of the public remains dissatisfied, remedial measures must be promptly implemented to ensure that the campaign yields outcomes that satisfy the people. Following the completion of the centralized phase of the education‑practice campaign, continued efforts must be made to implement corrective measures and to consolidate and expand the achievements of the initiative.
V. Uphold strictness and pragmatism, and strengthen tiered and categorized guidance.
Adhere to a practical approach, setting distinct goals and requirements for different levels, sectors, and target groups; develop activity plans on a case-by-case basis, clearly defining specific tasks, policy principles, and implementation measures, and providing targeted guidance. Leading bodies at all levels must remain firmly focused on addressing the “Four Undesirables,” avoiding distraction or dilution, and concentrate on identifying and resolving pressing issues in a manner that yields tangible results. Grassroots Party organizations, especially those at the village and community levels, should prioritize serving the people, strengthening their awareness of service and enhancing their capacity to do so, ensuring that outreach and service work is carried out effectively, and using direct engagement with the public as an opportunity to deepen education and transform work styles. Party organizations in non-public enterprises and social organizations should emphasize small‑scale, part‑time, and decentralized approaches when organizing activities. For mobile Party members, participation in educational practice activities should be primarily coordinated by the Party organization in the place of residence, with support from the organization in the place of origin. Arrangements such as delivering study materials directly to homes may be adopted to enable retired Party members and elderly or infirm members to take part in learning and education.
All departments and units must earnestly implement the unified arrangements of the CPC Central Committee, the Municipal Party Committee, and the County Party Committee; adhere to a problem‑oriented approach; give equal weight to education and practice; and rigorously uphold the requirements of strictness and pragmatism. They must ensure that the fundamental stages of the educational practice campaign are neither omitted nor compromised, while firmly grasping policies and principles and executing the prescribed tasks to the letter. At the same time, they should tailor their work to their specific circumstances, flexibly organizing each stage—especially by focusing on solving concrete problems: addressing whatever issues arise, and prioritizing those that are most pressing—so that the “optional components” are distinctive and deliver tangible results. Furthermore, they must ensure that the “five aspects are consistently integrated throughout,” enabling effective coordination and seamless integration among all phases of the educational practice campaign.
(1) Ensure that leading by example is maintained throughout. Leading cadres at all levels, especially principal leaders, must set the tone and take the lead by engaging themselves as ordinary Party members—actively participating in study sessions, soliciting opinions, conducting heart-to-heart talks, conducting thorough self-examination and对照检查, carrying out criticism and self-criticism, ensuring effective implementation of corrective measures, and advancing the establishment of sound systems and mechanisms. In doing so, they should set a clear benchmark and serve as role models for Party members and officials.
(II) Ensure that the enhancement of ideological awareness runs throughout the entire process. While addressing practical problems, we must also tackle ideological issues, integrating study and education into every stage of the educational practice campaign. In this way, Party members and cadres will genuinely make new strides in resolving the “master switch” of their worldview, outlook on life, and values, and achieve further progress in strengthening their sense of purpose and their commitment to the people.
(3) Ensure that learning, inspection, and rectification are integrated throughout the entire process. Uphold the principle of addressing issues as we learn, inspect, and rectify, continuously identifying and resolving problems related to the “Four Undesirable Trends” as well as pressing concerns strongly voiced by the public. With each step forward in the educational campaign, tangible results should expand accordingly, driving an overall improvement in Party conduct and government integrity, so that the people can truly see change and benefit from it. At every stage, timely “look-back” reviews must be organized to promptly identify and correct any emerging problems.
(4) Uphold the spirit of rectification throughout the entire process. We must enhance the leading bodies’ capacity to address their own problems, make effective use of criticism and self-criticism as a powerful tool, and conduct vigorous and healthy ideological struggles in a scientific manner. We should carry out a thorough inspection, comprehensive overhaul, and sweeping cleanup of作风建设-related shortcomings and unhealthy practices, ensuring that Party members and cadres are genuinely moved in their souls and their thinking is elevated.
(5) Ensure that conducting activities in an open and transparent manner is maintained throughout the entire process. Uphold openness at every stage, genuinely treating the public as participants, evaluators, and supervisors of the education and practice campaign. At each step, organize orderly public participation and invite public oversight and feedback. In particular, ensure that rectification efforts are guided by public opinion, with outcomes assessed by the people, and never substitute personal perceptions for objective public evaluation.
VI. Effectively Strengthen Leadership and Organization of the Educational Practice Campaign
The County Party Committee has established a Leading Group for the Party’s Mass Line Education and Practice Campaign, with an office under it, responsible for overall coordination, supervision and guidance, and organizational promotion of the campaign throughout the county. All departments and units are also required to set up corresponding organizational structures, appoint capable personnel, and take charge of the planning and implementation of the education and practice activities. County-level leading Party members are to designate one township, town, subdistrict, or county‑directly affiliated unit as their contact point. Leadership teams at the township and bureau levels are likewise to select one to two villages, communities, or other grassroots units as their contact points, conducting in‑depth analysis, providing end‑to‑end guidance, and using these pilot sites to drive broader participation and ensure the thorough and sustained advancement of the education and practice campaign.
(1) Implement leadership responsibilities. Under the leadership of the County Party Committee and the Leading Group for the Educational Practice Campaign, the Office of the Leading Group shall focus on guiding and promoting the campaign among the leading bodies and leading cadres of township‑level and bureau‑level units. County‑level Party members who are also leading cadres must not only carry out the campaign themselves but also provide effective guidance to the units within their areas of responsibility. As for non‑public enterprises and social organizations, the Party Working Committees of non‑public enterprises and the Party Working Committees of social organizations, in accordance with the affiliation of Party members’ organizational relationships, shall jointly assume responsibility—with relevant departments—for guiding and advancing the campaign. Grassroots Party organizations should actively fulfill their roles and conscientiously implement the campaign within their respective units. The principal persons in charge of each unit must earnestly shoulder their primary responsibility, keep the campaign firmly under control, and play a leading, exemplary role. Particular attention should be paid to formulating well‑designed action plans, ensuring a clear understanding of the key issues that need to be addressed, and conducting thorough analyses and anticipatory assessments of potential situations and problems, so as to devise effective preventive and remedial measures. Those who merely go through the motions during the educational practice campaign shall be held accountable, with the principal person in charge bearing full responsibility. The campaign must be organized and carried out in a sound working style, avoiding excessive paperwork and meetings and resolutely rejecting formalism.
(II) Strengthen supervision and inspection. The County Party Committee shall dispatch supervisory teams to township, town, and bureau-level units, while townships, towns, and subdistricts are required to assign liaison officers to villages and communities, rigorously and earnestly ensuring the thorough implementation of all tasks at every stage. Supervisory teams and liaison officers at all levels must go on the ground to carry out their work face-to-face, promptly identify and resolve problems, and effectively transmit pressure. It is essential to adhere to established standards and ensure quality, fully exercising a gatekeeping role in key steps such as reviewing activity implementation plans, collecting feedback, conducting heart-to-heart talks, preparing self-examination and对照检查 materials, engaging in criticism and self-criticism, promoting rectification and follow-up, and establishing sound systems and mechanisms—preventing any lowering of standards or compromise. No issue shall be overlooked if ideological awareness remains inadequate; no suggestion shall be dismissed for being insufficiently broad; no problem shall be deemed adequately addressed unless it is clearly focused; no outstanding issues shall be left unresolved, nor shall any systemic deficiencies be ignored; and no outcome shall be accepted if the public remains dissatisfied. The County Leading Group Office for the Educational Practice Campaign shall adopt a variety of methods—including on-site investigations, individual interviews, symposiums, document reviews, both overt and covert inspections, the placement of suggestion boxes, and visits to service recipients—to strengthen inspection, evaluation, and oversight, and to hold those responsible accountable.
(3) Strengthen publicity and guidance. Fully leverage county-level media outlets, including the “Two Stations and One Newspaper,” to vigorously publicize the significance, objectives, content, and outcomes of the campaign through dedicated columns, special interviews, and series of reports, thereby guiding Party members and cadres to align their thinking and actions with the spirit of the Municipal Party Committee and the County Party Committee. Summarize and promote effective practices and successful experiences, widely highlight exemplary models, and promptly expose negative cases. Enhance monitoring of public opinion, reinforce positive guidance, and carefully calibrate the timing, intensity, and impact of public‑opinion steering to foster a favorable public‑discourse environment. Organize theoretical research on the Party’s mass line and convene theoretical symposiums as appropriate.
(4) Uphold a holistic and balanced approach. We must integrate the Party’s mass-line education and practice campaign with the implementation of the spirit of the 18th National Congress of the CPC, the Third Plenary Session of the 18th CPC Central Committee, and the Sixth Plenary Session of the Ninth County Party Committee. We should regard advancing the construction of a beautiful Jixian County, comprehensively deepening reform, promoting economic transformation and upgrading, fostering the development of the private sector, strengthening new‑type urbanization, and vigorously implementing projects that win the people’s support as key platforms and vivid classrooms for this campaign. We must conscientiously fulfill all tasks for this year, transforming the work enthusiasm and enterprising spirit kindled among Party members and cadres during the campaign into a powerful driving force for Jixian County’s sound and rapid development, thereby ensuring that we pursue both goals simultaneously without compromising either, and that both are advanced in tandem.
Following the conclusion of the educational practice activities, all units shall promptly submit a report to their superior Party organizations.
