I. Guiding Principles  

Guided by the spirit of the CPC Central Committee’s mass‑line education and practice campaign, we will remain firmly focused on upholding the Party’s advanced nature and purity, with a core emphasis on serving the people, being pragmatic, and maintaining integrity. Prioritizing leadership teams and leading cadres, and taking the thorough implementation of the CPC Central Committee’s Eight‑Point Decision as our entry point, we will earnestly strengthen education among all Party members in Marxist mass viewpoints and the Party’s mass line. We will further prioritize conduct‑building, resolutely oppose formalism, bureaucratism, hedonism, and extravagance, and work to address the most pressing issues strongly raised by workers and the general public. By doing so, we will enhance our capacity to carry out mass work in the new context, deepen the bonds between the Party and the people, and between cadres and the masses, thereby providing a solid political guarantee for promoting the healthy and rapid development of the Limutai Scenic Area and building it into a first‑class, high‑quality eco‑tourism destination at the national level.

II. Event Theme

This event is guided by the Marxist view of the masses and the Party’s mass line, and is based on the relevant requirements and overall arrangements issued by the Municipal Party Committee, the County Party Committee, and the Party Committee of the Group Company for thoroughly carrying out the Party’s mass-line education and practice campaign. Through the vigorous implementation of educational and practical activities, we have effectively addressed such problems as complacency, lack of innovation, lax self‑discipline, weak execution, low efficiency, and limited approaches that persist among leading cadres, thereby further advancing reform and innovation. Achieve the goal of healthy and sustainable enterprise development.

III. Objectives, Tasks, and Overall Requirements  

The objectives and tasks of the education and practice campaign are to remain focused on the central work and serve the overall situation, to educate and guide Party members and cadres in cultivating a mass‑oriented perspective, to carry forward fine conduct and style, to address prominent problems, and to uphold integrity and clean governance. This will further elevate the ideological awareness of Party members and cadres, deepen the transformation of their work style, strengthen the bonds between the Party and the people as well as between cadres and the masses, and reinforce the image of serving the people with pragmatism and integrity. By achieving new results in improving work style, we will comprehensively raise the scientific level of Party building at Limutai Company, strive to turn the Party’s political strengths into competitive advantages for enterprise reform and development, and drive the growth of the scenic area.

The overarching requirements of the education and practice campaign are “to hold up a mirror, straighten one’s attire, take a thorough wash, and cure the illness.” “Holding up a mirror” means using the Party Constitution as the benchmark, comparing oneself against Party discipline, the expectations of employees, and exemplary role models; aligning with the demands for improving work style, the regulations on clean conduct for enterprise leaders, and world‑class standards; and identifying problems, pinpointing gaps, and clarifying directions in terms of our sense of purpose, work style, and integrity and self‑discipline. “Straightening one’s attire” entails, in accordance with the principles of serving the people, being pragmatic, and maintaining integrity, strictly enforcing Party discipline—especially political discipline—daring to confront underlying thoughts, squarely facing contradictions and problems, starting with oneself and making immediate improvements, correcting one’s conduct, and safeguarding a positive public image. “Taking a thorough wash” means conducting criticism and self‑criticism in the spirit of rectification, deeply analyzing the root causes of the “Four Undesirables,” and persisting in self‑purification, self‑improvement, self‑reform, and self‑elevation—addressing not only practical issues but also ideological ones. “Curing the illness” means adhering to the principle of preventing future mistakes by correcting past ones and saving people through treatment, tailoring approaches to specific circumstances, providing education and reminders to Party members and cadres with problems in their work style, investigating and disciplining those with serious issues, and launching targeted campaigns to tackle unhealthy tendencies and prominent problems.

IV. Methods and Procedures

In accordance with the relevant requirements of the County Party Committee and the Party Committee of the Group Company, this education and practice campaign is divided into four phases.

Additionally, conduct open deliberations on all aspects of the company’s work, putting into concrete practice the principles of trusting the people, relying on the people, and delivering tangible benefits to the people. 1. Conducting heart-to-heart talks. In conjunction with the campaign, further refine and enhance institutional frameworks for fostering a sound work style. Establish and strengthen long‑term mechanisms that promote Party members and cadres to serve the people with pragmatism, integrity, and dedication: first, ensure unimpeded channels for voicing the concerns of employees and the public and safeguard their legitimate interests; second, rigorously implement oversight, inspection, and performance‑evaluation measures to reinforce the cultivation of a proper work style among Party members and cadres; third, emphasize tailoring systems to local conditions, addressing underlying issues through institutional and mechanistic reforms; and fourth, deepen the integration of the Party’s mass line into the sustained, conscious practice of Party members and cadres.

3.
