(II) Competition Rules
1 The competition will be conducted as a prepared‑topic speech, with the content closely aligned with the spirit of the 18th National Congress, focusing on “ Beautiful Jixian County, It unfolds layer by layer, with “Life Dreams” as its central theme.
2 The presentation should have a clear central theme and well-defined arguments (background music may be used as an accompaniment).
3 All presentations must be delivered without notes and in Standard Mandarin, with fluent delivery and strong persuasiveness.
4 The order of competition will be determined by a draw, and competitors who arrive late to the stage… 1 A minute is considered a forfeit.
5 The competition will be conducted as a timed speech, with each contestant’s speaking time limited to 6-7 Minute.
(3) Scoring Rules
1. This competition adopts 100-point system Scoring will be conducted, with an emphasis on the harmonious integration of thematic substance and impeccable artistic expression. Each judge will assign scores on the spot according to the detailed scoring criteria, and the final rankings will be determined by total scores, from highest to lowest (with ties resulting in joint placement; no lower‑ranked positions will be awarded).
(4) Scoring Method
1 To ensure the fairness of the competition, all judges will score the contestants simultaneously and announce their scores on the spot.
2. Staff will be responsible for tallying and tabulating the scores, discarding one highest score and one lowest score, and calculating the average as the contestant’s final score. Each contestant’s individual score will be recorded to one decimal place.

Please join us in presenting awards to the contestants who placed third, with honors, to Director Zhou Wang of the Jixian County Tourism Bureau, Chairman He Jun of the Jizhou Tourism and Culture Group, Vice Chairman Chen Guoshan of the Jixian County Federation of Trade Unions, Deputy Minister Zhang Xu of the County Party Committee’s Publicity Department, and General Manager Li Shuling of the Jizhou Tourism and Culture Group.
(7) Media Promotion
1 The live coverage of the competition was broadcast during prime time on Jixian County Television.
2 The Jixian Federation of Trade Unions is responsible for the publicity of the Tianjin Workers’ Daily.
(8) Requirements
1 All companies, scenic areas, and participating organizations are required to wear uniform attire and enter the venue half an hour in advance.
