Winter Learning and Training Plan To meet the needs of the tourism industry’s development, continuously enhance the theoretical understanding and professional competence of all cadres and employees, and thoroughly implement the spirit of the 18th National Congress of the Communist Party of China, in accordance with the requirements of the Group Company Party Committee’s “Implementation Plan for Building a Learning-Oriented Enterprise,” Limutai Tourism Company will launch a vigorous campaign this winter and spring to promote learning and drive development, comprehensively building a learning-oriented tourism enterprise and fostering its own corporate culture. Specific arrangements are as follows: I. Guiding Principles Guided by the important thought of the “Three Represents,” deeply implementing the Scientific Outlook on Development and the spirit of the 18th National Congress, we will focus on improving the overall quality of all cadres and employees, firmly establishing a commitment to learning and cultivating a strong culture of learning. We will arm ourselves with scientific theories and enhance service standards through proficient skills, thereby providing both ideological foundations and intellectual support for the sound and rapid development of the tourism sector. II. Organizational Leadership The company has established a Leading Group for Building a Learning-Oriented Tourism Enterprise, with Deputy Manager Liu Fuping serving as the group leader, and heads of the General Office and the Management Department as members. This group is responsible for formulating the unit’s learning plan, organizing coordination, supervising implementation, and providing feedback. III. Schedule From December 24 to December 31, 2012, the General Office will issue notifications through various channels to ensure that every employee is informed. Based on departmental work characteristics, each department shall develop its own learning plan, issue implementation measures, register participants, and maintain records for future reference. The planned training period is from January 1, 2013, to March 31, 2013. IV. Key Areas of Study (1) Theoretical study: Primarily focusing on documents and supplementary reading materials from the 18th National Congress of the Communist Party of China. (2) Relevant laws and regulations: Emphasizing management provisions such as the Regulations on Cadre Appointment, the Forest Fire Prevention Regulations, the Work Safety Regulations, the Scenic and Historic Sites Regulations, the Nature Reserve Regulations, and the Tianjin Municipal Tourism Administration Regulations. (3) Corporate culture and business management knowledge: Covering basic tourism knowledge, service etiquette, tour guide service quality standards, 4A-level scenic area quality standards, enterprise management systems, analyses of advanced management cases, as well as specialized topics, work procedures, and ethical principles. (4) Additional study content tailored to the specific circumstances of each department. V. Forms of Learning Learning activities will adopt a combination of centralized sessions, decentralized self-study, and individual study, ensuring flexibility and practical effectiveness. It is proposed to schedule collective study sessions on Monday, Wednesday, and Friday afternoons; at other times, each department may arrange its own learning activities based on actual work needs, conducting no fewer than two sessions per month, each lasting at least one hour, with detailed records kept for future reference. VI. Relevant Requirements 1. Unified planning and strengthened leadership: Heads of all departments must attach great importance to this learning initiative, ensuring serious attention, concrete actions, effective implementation, and accountability at every level. 2. Applying what is learned to practice and striving for tangible results: All participants must keep detailed notes during study sessions. The General Office will be responsible for recording attendance, ensuring that training efforts are effectively carried out and not merely formalistic. Through learning, we aim to raise theoretical levels, improve skills, and expand capabilities, further enhancing the overall quality of all cadres and employees. 3. Improving assessment and strengthening supervision: The General Office will track attendance; for each absence from a scheduled group session, a fine of 100 yuan will be deducted from wages. Employees who take leave more than three times will be considered absent without permission for three days. In addition, the General Office will organize periodic examinations and evaluations of learning progress, reporting the results in writing to the company’s leadership team so that management can promptly monitor staff learning status and make timely adjustments or decisions regarding rewards and disciplinary actions. The Group Held Its 2013 Work Conference, Implementing the Spirit of the Límùtái Meeting Jizhou Tourism and Culture Group convened its 2013 work conference. On March 7, 2013, Jizhou Tourism and Culture Group held its 2013 work conference, officially launching all tasks for the year. Approximately 150 participants attended, including top leaders, leadership team members, middle-level managers, and employee representatives from the four subsidiary companies—Panshan, Huangyaguan Great Wall, Baxianshan, and Límùtái. Comrade He Jun, Chairman of the Group, along with all members of the leadership team, took part in the meeting. By strengthening and solidifying the Group’s operations, elevating management standards, innovating tourism investment and financing mechanisms, improving capital efficiency, intensifying brand promotion, implementing unified marketing strategies, launching the Panshan live‑action show, developing resort and vacation hubs, establishing comprehensive tourism service centers, and perfecting the county’s broader tourism framework, Jizhou can move forward decisively toward becoming a medium-sized tourist city, thereby laying a firm foundation for realizing the “1-4-5-5” development goals set forth by the County Party Committee and County Government. Following the meeting, Límùtái Tourism Company promptly convened a general staff meeting to convey the spirit of the conference. In accordance with the meeting’s requirements and the company’s年初 work priorities, it refined responsibilities, assigned specific tasks, and meticulously planned key milestones, ensuring that all targets set by the Group were fully committed to intensive implementation.
