Three leaders from the County’s Seventh Supervision Team attended the meeting and delivered speeches. County Party Committee Implementation Plan for Thoroughly Carrying Out the Party’s Mass Line Education and Practice Campaign Implementation Plan of the Jixian County Party Committee of the CPC for Thoroughly Carrying Out the Party’s Mass Line Education and Practice Campaign (January 28, 2014) In accordance with the “Opinions of the CPC Central Committee on Thoroughly Carrying Out the Party’s Mass Line Education and Practice Campaign Throughout the Party” (Document No. 4 [2013] issued by the CPC Central Committee), the “Notice of the General Office of the CPC Central Committee on Issuing the Guiding Opinions on Conducting the Second Batch of the Party’s Mass Line Education and Practice Campaign” (Document No. 4 [2014] issued by the General Office of the CPC Central Committee), and the “Implementation Opinions of the Tianjin Municipal Party Committee on Thoroughly Carrying Out the Party’s Mass Line Education and Practice Campaign” (Document No. 13 [2013] issued by the Tianjin Municipal Party Committee), the second phase of the citywide mass line education and practice campaign commenced in January 2014 and was scheduled to be basically completed by September 2014. The participating units in our county include: county-level leading bodies; county-level Party and government organs and their directly affiliated units; the Standing Committee of the County People’s Congress and the County Political Consultative Conference; the County Court, the County Procuratorate, and various people’s organizations; county-owned enterprises and public institutions; towns, townships, subdistricts, villages, communities, non-public economic organizations, social organizations, and other grassroots entities; as well as certain stationed units whose Party organizational relationships are under Jixian County. Accordingly, the following implementation plan is hereby formulated for carrying out this educational campaign. I. Fully Recognizing the Importance and Urgency of Conducting the Educational Campaign Conducting the Party’s mass line education and practice campaign is a major initiative undertaken by our Party under new circumstances to uphold the principle of strict self-governance and strengthen Party conduct. It is an essential requirement for achieving the goals set forth at the 18th National Party Congress and realizing the Chinese Dream. Moreover, it is urgently needed to maintain the Party’s advanced nature and purity, and to consolidate its ruling foundation and position. This campaign holds significant and far-reaching implications for advancing reform and innovation and for comprehensively building a moderately prosperous society. The Municipal Party Committee attaches great importance to ensuring the success of the second phase of the educational campaign. The Standing Committee of the Municipal Party Committee conducted a special study and formulated an implementation plan, clearly defining overall requirements, key tasks, and specific methods and steps. On January 26, the first summary meeting of the Tianjin municipal mass line education and practice campaign was held, followed by a deployment conference for the second phase. Secretary Chunlan delivered an important speech, fully affirming and systematically summarizing the achievements and accumulated experience of the first phase, profoundly expounding the significance, urgency, and objectives of the second phase, and setting clear expectations for successfully implementing the campaign. The year 2014 marks the inaugural year for implementing the spirit of the Third Plenary Session of the 18th CPC Central Committee and for comprehensively deepening reform. It is also a pivotal year for our county to carry forward the “1-4-5-5” development goals and working guidelines, accelerate the construction of a beautiful Jixian County, and fulfill the targets and tasks outlined in the Twelfth Five-Year Plan. Given that our county’s educational campaign involves numerous participating units, a broad range of personnel, diverse fields, and substantial numbers, and maintains closer and more direct ties with the general public, effectively implementing this campaign is of paramount importance. It will help educate and guide Party members and cadres to firmly establish a sense of purpose and a Marxist view of the masses, implement the Party’s mass line, genuinely improve work styles, and ensure that all tasks of comprehensive reform are carried out with tangible results through strengthened conduct. Furthermore, it will reinforce leadership teams and cadre development, comprehensively advance the building of service-oriented grassroots Party organizations, and consolidate the Party’s ruling foundation and position. Finally, it will enable us to adhere to the principle of seeking progress while maintaining stability, deepen reform and innovation, make greater efforts to adjust the economic structure, protect the ecological environment, coordinate urban and rural development, safeguard people’s livelihoods, strengthen Party building, and open up new prospects for constructing a beautiful Jixian County. All Party organizations at every level throughout the county, along with the vast majority of Party members and cadres, must demonstrate high ideological and practical awareness, actively engage in the educational campaign, and ensure its vigorous, orderly, and effective advancement, striving for concrete results. II. Accurately Grasping the Overall Requirements for Conducting the Educational Campaign The educational campaign should be guided by the spirit of the 18th National Party Congress and the Third Plenary Session of the 18th CPC Central Committee, conscientiously implementing the guiding principles, objectives, and procedural steps set forth by the CPC Central Committee and the Municipal Party Committee. It must also thoroughly apply the spirit of General Secretary Xi Jinping’s series of important speeches, adhere to the overarching requirement of “looking in the mirror, straightening one’s attire, taking a bath, and curing illnesses,” take serving the people, being pragmatic, and maintaining integrity as its theme, strictly enforce the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct and the Regulations on Practicing Frugality and Opposing Waste, emphasize strengthening Party conduct, uphold the spirit of rectification, resolutely oppose formalism, bureaucratism, hedonism, and extravagance, focus on addressing pressing issues strongly raised by the people, enhance the ability to perform mass work under new circumstances, and comprehensively promote the construction of service-oriented grassroots Party organizations. In doing so, we aim to further elevate the ideological awareness and transform the work style of Party members and cadres, further strengthen the bonds between the Party and the people, solidify the image of serving the people, being pragmatic, and maintaining integrity, and lay a stronger foundation at the grassroots level, thereby providing robust organizational support for accelerating the construction of a beautiful Jixian County. With particular emphasis on county-level leading bodies and the leadership teams and leading cadres of township and subdistrict-level units, we will prioritize the educational campaign among law enforcement, regulatory, and service agencies directly engaged in serving the public, as well as among service-sector entities. Special attention will be paid to grassroots organizations—such as those in rural areas and communities—that maintain close ties with the people, and extensive education on Marxist views of the masses and the Party’s mass line will be provided to all Party members. We should fully draw upon and apply the outcomes and experiences gained from the first phase of the educational campaign, keeping the theme unchanged and the approach consistent. Upholding a spirit of diligence, prioritizing positive education, encouraging criticism and self-criticism, emphasizing practical results, placing greater emphasis on leadership by example and tiered demonstration, focusing more sharply on addressing the “Four Undesirables” and solving real problems, opening doors wider to encourage public participation, adopting categorized guidance and orderly advancement, fostering coordinated efforts across different levels, and enforcing rigorous standards with sincere supervision and practical guidance—all these measures will ensure that the educational campaign remains substantive, avoids superficiality, stays focused, and does not become a mere formality. III. Implementing Key Tasks of the Educational Campaign to High Standards and with High Quality The educational campaign must firmly focus on combating the “Four Undesirables,” concentrating on resolving prominent issues related to these problems within county-level leading bodies and the leadership teams and leading cadres of township and subdistrict-level units. A thorough investigation, overhaul, and cleansing of unhealthy work styles and improper behaviors should be carried out. At the same time, we must respond to public concerns, safeguard public interests, and prioritize solving practical problems—especially those arising from misconduct close to the people—ensuring that improvements in work style are truly implemented at the grassroots level and benefit the general public. To this end, three key tasks must be earnestly carried out. (1) Focus on strengthening Party conduct and addressing the “Four Undesirables.” County-level leadership teams and leading cadres should concentrate on correcting incorrect notions of political achievement, avoiding “image projects” and “achievement-driven projects,” refraining from empty posturing and superficial displays, preventing hasty decision-making, resisting the tendency to change policies or approaches with each new leader, eliminating the practice of “top-down policies met with bottom-up countermeasures,” overcoming fear of responsibility, reluctance to take accountability, and avoidance of offending others. Leadership teams and leading cadres of directly affiliated county units should address issues such as laziness, inefficiency, procrastination, buck-passing, failure to implement tasks, lack of proactive service, inaction, slow action, and chaotic behavior—aiming to avoid merely getting by without striving for excellence—and tackling obstacles in the execution of duties. Law enforcement, regulatory, and service agencies should resolve problems such as difficulty accessing services, unfriendly attitudes, cumbersome procedures, arbitrary fees, fines, and levies, abuse of power, bribery, corruption, inadequate oversight, unfair enforcement, rent-seeking, and receiving “ghost salaries.” Township and subdistrict leadership teams and leading cadres should address weak awareness of their mission, indifference toward the people’s hardships, insufficient sense of responsibility, dilution or distortion of policies benefiting the people, simplistic and heavy-handed working methods, falsification, superficiality, weak execution capacity, and inadequate oversight of rural grassroots organizations. Grassroots organizations such as villages and communities should focus on addressing weaknesses, limited awareness and capability in serving the public, unfair practices, and failure to implement established systems. All leadership teams, leading cadres, and grassroots organizations must also pay attention to addressing issues such as organizational disarray, lax discipline, and poor management capabilities. (2) Launch targeted campaigns to deliver tangible benefits to the people, focusing on issues that directly affect their vital interests. First, launch a campaign to resolve long-standing petition cases, addressing injustices in land expropriation and relocation, agricultural subsidies, legal matters, and other disputes that harm public interests. Ensure smooth channels for voicing grievances, strengthen sincere communication with the public, and actively resolve accumulated petitions and outstanding conflicts that threaten social harmony and stability. Second, initiate a campaign to improve public services, addressing pressing issues such as high housing prices, difficulties in increasing income, accessing medical care, finding employment, securing elderly care, enrolling children in daycare, obtaining schooling, shopping conveniently, and traveling easily. Third, undertake a campaign to improve living environments, intensifying sanitation efforts in both urban and rural areas, vigorously promoting affordable housing construction, accelerating the renovation of dilapidated houses in urban villages, improving housing conditions for impoverished rural families, and effectively resolving issues related to water supply, electricity, rural infrastructure, and community amenities. Fourth, launch a campaign to ensure production and daily life safety, addressing critical problems concerning food and drug quality, workplace safety, and public order. Fifth, organize paired assistance programs for struggling villages and community outreach initiatives, focusing on alleviating the production and living challenges faced by urban and rural low-income households, priority beneficiaries of preferential policies, severely impoverished individuals, rural “five guarantees” recipients, left-behind children, women, and elderly persons, ensuring that these assistance efforts are effectively implemented. Sixth, launch a campaign to increase incomes for both urban and rural residents, expanding rural collective economies, facilitating rural labor migration, advancing rural property rights reforms, and boosting farmers’ wage, property, and business incomes. Simultaneously, expand urban employment opportunities, encourage self-employment, strengthen policy support, and raise urban incomes. Adhering to the principle of doing what is possible within one’s means, we must earnestly implement all relevant livelihood policies, resolve pressing issues affecting people’s immediate interests, make administrative processes more convenient, provide greater tangible benefits, enhance public security, raise satisfaction levels, and allow people to personally experience fairness and justice. (3) Strengthen the building of service-oriented grassroots Party organizations, focusing on bridging the “last mile” in connecting with and serving the people. First, address the issue of weak service awareness and inadequate service capabilities by expanding Party organization and work coverage, rectifying weak and disorganized grassroots Party organizations, and shifting the focus of grassroots Party work toward serving development, improving people’s lives, serving the public, and supporting Party members—building a team of grassroots Party secretaries who are committed, dedicated, capable, and of high moral character. Second, tackle the problem of inadequate service infrastructure by reinforcing foundational work at the grassroots level, upgrading office spaces and facilities, establishing and refining convenient service centers (stations, points) in towns, subdistricts, villages, and communities, standardizing institutional management, enhancing service functions, and elevating service standards. Third, address shortcomings in the service guarantee system.Establish a stable system for the operation of grassroots organizations and for funding basic public services, directing personnel, financial resources, and materials toward the grassroots level. Fully mobilize enthusiasm for serving the people, ensuring that residents have a place to voice their concerns, a venue to resolve issues, assistance when facing difficulties, and someone to address their problems. Fourth, focus on addressing shortcomings in mechanisms for directly engaging with the public. Further strengthen paired assistance to impoverished villages, maintain close ties with communities, and encourage working Party members to register with community-level organizations, thereby making outreach and service work with the public a regular, long-term practice. IV. Thoroughly Implement All Stages of the Education and Practice Campaign The education and practice campaign must closely revolve around three key stages: studying and educating, soliciting opinions, identifying problems and conducting criticism, and implementing rectification and establishing systems. No separate phases or stage transitions are required. The Standing Committee of the County Party Committee will formulate its own activity plan and take the lead in carrying out the campaign. The Party Groups of the County People’s Congress Standing Committee, the County Government, and the County Chinese People’s Political Consultative Conference will each develop their own plans and submit them to the County Party Committee, implementing the campaign in accordance with their specific circumstances. All departments and units must make solid preparations, conduct thorough investigations and research, and deeply identify the most pressing issues they aim to resolve. On this basis, they should draft practical and feasible activity plans, which, after review by the County Party Committee’s supervision team, must be filed with the County Education and Practice Campaign Office. The county-wide campaign will adopt a unified deployment approach, holding meetings in a staggered manner and advancing step by step. County-level leadership teams will take the lead, followed by townships, subdistricts, villages, communities, and other grassroots organizations. Adhering to the principle that quality takes precedence over time, each unit is expected to carry out the campaign for no less than three months. (1) Study and education, and soliciting opinions. The focus is on effective publicity and ideological education, in-depth investigation and research, and broadly gathering feedback from cadres and the general public. 1. Conduct thorough ideological mobilization. Hold mobilization meetings at all levels to convey the spirit of the Central Committee as well as the requirements of the Municipal Party Committee and the County Party Committee, and make specific arrangements for the education and practice campaign within each department and unit. Following these meetings, conduct democratic evaluations of the leadership team and leading Party members among those attending. 2. Diligently study designated texts. Develop a learning plan and employ diverse methods to organize Party members and cadres to thoroughly study the spirit of the Third Plenary Session of the 18th CPC Central Committee and General Secretary Xi Jinping’s series of important speeches. Study the content specified in Document No. 4 [2013] issued by the Central Committee, as well as the spirit of the Third and Fourth Plenary Sessions of the Tenth Municipal Party Committee and the Sixth Plenary Session of the Ninth County Party Committee. Also study essential reading materials prescribed by the Central Committee, Municipal Party Committee, and County Party Committee, including “Selected Documents for the Party’s Mass Line Education and Practice Campaign,” “On the Mass Line—Selected Important Excerpts,” and “Practicing Frugality and Opposing Waste—Selected Important Excerpts.” 3. Carry out six specialized educational activities. First, conduct education on ideals and convictions, guiding Party members and cadres to establish a correct worldview, outlook on life, and values, and effectively strengthen their political resolve. Second, promote education on the glorious history and fine traditions of the Party, reminding Party members and cadres to always remember the “Two Musts” and consciously uphold the Party’s fundamental purpose. Third, provide education on Party character, style, and discipline, enhancing Party members’ awareness of integrity and self-discipline and strengthening their ability to resist corruption and prevent degeneration. Fourth, conduct moral and ethical education, encouraging Party members and cadres to set exemplary standards in practicing core socialist values, demonstrating strong Party consciousness, high moral character, and taking the lead. Fifth, disseminate education on socialism with Chinese characteristics and the Chinese Dream, further bolstering Party members’ confidence in the chosen path, theoretical framework, and institutional system. Sixth, implement positive and negative role model education, highlighting advanced examples to educate others through real-life cases, while publicly exposing negative examples so that Party members can learn valuable lessons from both positive and negative experiences. 4. Organize thematic discussions. From top to bottom, earnestly conduct focused discussions on Marxist views on the masses and the Party’s mass line, centering on five key topics: first, how to firmly establish Marxist views on the masses and truly act in a pragmatic, clean, and people-oriented manner; second, how to consistently adhere to the Marxist mass line, genuinely believing in the people, relying on the people, and working for the people; third, how to thoroughly implement the Central Committee’s Eight-point Decision and effectively address prominent problems related to the “Four Undesirables”; fourth, how to withstand tests of governance, reform and opening-up, market economy, and external environment, thereby substantially improving governance capacity and elevating the scientific nature of Party building; fifth, how to ensure that the education and practice campaign simultaneously advances reform, development, stability, and the construction of a beautiful Jixian County. During these study and discussion sessions, emphasis should be placed on raising awareness and deepening education to achieve tangible results, enabling the Party’s mass line to take firm root among all Party members and cadres, and turning adherence to the Party’s fundamental purpose into a widespread conscious commitment. County-level leadership teams and township- and bureau-level leadership groups should organize centralized study and thematic discussions, requiring each leader to write at least one reflective essay based on personal thoughts and actual work, followed by collective exchanges. The total duration of centralized study and discussion should generally not be less than seven days. II. Campaign Theme This campaign, guided by Marxist mass viewpoints and the Party’s mass line, and based on the relevant requirements and overall arrangements set forth by the Municipal Party Committee, the County Party Committee, and the Group’s Party Committee regarding the deepening of the Party’s mass line education and practice campaign, adopts the theme: “Cultivate New Styles, Enhance Vigor, Unite Hearts and Minds, Jointly Solve Difficulties, Deepen Reform, Achieve Transformation and Upgrading, Create a National 5A-Level Scenic Area within Three Years, Build a First-Class Domestic Eco-Tourism Destination, and Realize Sustainable Development of Limutai.” Closely aligned with the company’s actual development situation, the campaign will conduct extensive and in-depth investigations and studies, thoroughly assess the “Four Winds” problems and prominent issues related to serving the people, pragmatism, and integrity among leadership personnel, and comprehensively understand the ideological state of employees and the general public. Through the in-depth implementation of this education and practice campaign, we aim to effectively resolve such persistent problems as conservatism, lack of innovation, lax self-discipline, weak execution, low efficiency, and limited methods among leading cadres, thus deepening reform and innovation and achieving the goal of healthy, sustainable enterprise development. III. Speeches should have a clear central theme and well-defined viewpoints, optionally accompanied by background music. 3. All speeches must be delivered without notes, in standard Mandarin, with fluent language and strong emotional appeal. 4. The order of performances will be determined by lottery; contestants arriving more than one minute late will be considered to have forfeited their turn. 5. Each speech will be limited to 6–7 minutes. (III) Scoring Rules 1. This competition will use a 100-point scoring system, requiring both thematic relevance and flawless delivery. Each judge will score every contestant on-site according to detailed criteria, and final rankings will be determined by total scores (with ties resulting in joint placement, no lower-ranked positions awarded).
